I think that this rather fine derailleur is called the 'Lubao ATB'.

It is an entertaining design that looks like something an over-enthusiastic paleontologist might assemble from a recently unearthed box of random SunTour dinosaur bones. The parallelogram is from a SunTour aRX GT, the cable routing from a SunTour BL GT, and the pulley cage from a SunTour Honor. It's a bit of a mess - but if you are going to make a mess, you could certainly have chosen worse ingredients.

It is noticeably well made for a relatively low-end product. The logo on the outer paralleogram plate is formed with an accuracy that puts many high-end brands to shame. I also particularly like revival of the SunTour Quick Cage. Taken as a whole this derailleur might work rather well.
