This looks to me like a set of Japanese language instructions for the Taiwaneses-made Falcon Volante. On Falcon’s 2007 web site the Volante is described as a 6 speed derailleur with a low profile - making it suitable for use on folding bikes. Here it is shown with 7 speed clusters.
