Cycles Ballis was based in Saint-Étienne, France. I believe that it started making bikes in 1932 and went out of business in 1971.

It appears on this web site because, possibly in 1934, it adopted the derailleur design that was patented by Novitas Fabrik elektrischer Apparate A.G. of Zürich, Switzerland. This was the design that Mercier sold as 'Mercier Valor'. Ballis branded it as the 'Ballis Valor'.
