ROTOR Componentes Tecnologicos SL was established in 1996 by Pablo Carrasco and Ignacio Estellés, in Ajalvir, near Madrid, Spain. Pablo Carrasco had, however taken out his first patents for bicycle transmissions in 1994. ROTOR products are actually manufactured by EDR Systems SA, a CNC machining specialist, headed up by Enrique Del Rey, and also based in Ajalvir.

I had been aware of ROTOR as a brand of impressively finished chainrings and power measuring cranks for sometime. But at Eurobike in 2015 I saw their prototype ROTOR Uno hydraulic derailleur - and very pretty it was too.
